Immigrant Investor Venture Capital Pilot Program

Canadian Permanent Residency for Immigrant Investors
This category is designed for foreign international investors who are able to contribute their skills, expertise, and financial means to the Canadian economy and society. The program allows immigrant investors to apply for permanent residence in Canada. This program is not applicable to the province of Quebec.

Several requirements must be met by the applicant. For example, the government of Canada requires that an immigrant investor has a personal net worth of CDN $10 million or more.

Moreover, the government will analyze the immigrant investor's personal net worth, and verify it was acquired through lawful, private sector business or investment activities. Thus, the application review process requires the potential investor to obtain a due diligence report at their expense from one of the following designated service providers: BDO USA, LLP, Deloitte Forensic Inc., EY, KPMG LLP, PricewaterhouseCoopers (PwC) LLP, and Raymond Chabot Grant Thornton Consulting Inc. These companies will provide an independent report examining the investor’s past business activities, investments, and the source of funds constituting the net worth.

The immigrant investor must be willing to make an at-risk investment (non-guaranteed) of CDN $2 million in the Immigrant Investor Venture Capital (IIVC) Fund. Hence, when investors are approved under this program, Citizenship and Immigration Canada will require them to agree to commit an amount of CDN $2 million to the IIVC Fund for approximately 15 years. This commitment will be considered a venture capital investment and the investor may be receiving proceeds periodically depending on the investment term and taking into consideration the fund’s performance with respect to gains and losses while being subject to the costs and fees of managing it.

Language skills and educational credentials are also required for this category.
