Québec Entrepreneur Program

Permanent Residency Program for International Entrepreneurs
To qualify under the entrepreneur program in Quebec, a foreign national must have (1) a net worth of at least CAD$300,000, (2) minimum two years of previous managerial experience in a lawful and profitable business owned and operated by the foreign national, and (3) the ability and resources to establish, acquire, partner with, or expand a business in the province of Quebec which will create at least one full-time employment opportunity for a resident of the province other than the foreign entrepreneur and his accompanying dependents.

The prospective Quebec entrepreneur must retain at least 25% of the shares of the new enterprise to be established in the province of Quebec and must have a value of at least $100,000 CAD. The type of the new enterprise can pertain to various sectors such as agricultural, industrial, commercial, or professional services. The Quebec Entrepreneur Program requires applicants to possess strong knowledge of the French language. A business plan for the intended enterprise is also required.

The Quebec government selects a limited number of applications for the Quebec Entrepreneur Program every year. Besides the requirements mentioned above, the selection process also takes into consideration credentials and education criteria, work experience, age, language proficiency, business plan, and ties to Quebec.
