Québec Investor Program

Permanent Residency Program for Immigrant Investors
To qualify as an investor in Quebec, a foreign national must (1) have a net worth of at least CAD $1.6 million, (2) possess managerial experience, (3) be willing to make a government-secured investment of CAD $800,000 for five years without interest, and (4) intend to settle in the province of Quebec.

The five-year investment period begins when the Quebec selection certificate is issued before the applicant has even arrived in Canada. Financing and managing this investment is available through Canadian financial institutions. Investors qualifying under this program can secure permanent residence on the basis of a passive investment, without establishing or operating a business in the province.

Successful applicants should expect to obtain a selection certificate from Quebec paving the path to Canadian permanent residency which is conditional on having a satisfactory health exam results and passing criminality check by the federal immigration authorities.
